กรมการท่องเที่ยว กระทรวงการท่องเที่ยวและกีฬา รายงานว่า สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (อาเซียน) ได้บรรลุโครงการสำคัญในปี 2557 พร้อมลงลายมือรับหลักจริยธรรมการท่องเที่ยวที่องค์การการท่องเที่ยวแห่งสห ประชาชาติ (UNWTO) เพื่อสนับสนุนให้เกิดการท่องเที่ยวที่เป็นธรรมในภูมิภาคและเตรียมตัวต้อนรับ จำนวนนักท่องเที่ยวจากทั่วโลกที่มากขึ้น
จริยธรรมการท่องเที่ยวโลกเป็นแนวทางสำหรับการพัฒนาการท่องเที่ยวโลกอย่าง ยั่งยืนขององค์การการท่องเที่ยวแห่งสหประชาชาติ (UNWTO) โดยมีเนื้อหาหลักมาจากหลักการและปฏิญญาเดิมที่ถูกนำมาประกอบด้วยความคิด ใหม่ๆ เพื่อสะท้อนถึงสภาพสังคมที่เปลี่ยนแปลงอยู่ตลอดเวลาในศตวรรษที่ 21 นี้ โดยจากการคาดคะเนว่าปริมาณนักท่องเที่ยวทั่วโลกภายในปี พ.ศ. 2563 นี้น่าจะสูงกว่า 1,600 ล้านคนต่อปี ดังนั้น จริยธรรมการท่องเที่ยวโลกจะช่วยลดผลกระทบที่การท่องเที่ยวอาจส่งให้ทำลาย สภาพแวดล้อมและมรดกทางวัฒนธรรม ขณะเดียวกัน ก็ยังประโยชน์ให้แก่ผู้อยู่อาศัยใกล้สถานที่ท่องเที่ยวอีกด้วย
ว่าที่ร้อยตรี อานุภาพ เกษรสุวรรณ์ อธิบดีกรมการท่องเที่ยว กล่าวว่า “ถ้าจะอธิบายกันอย่างง่ายๆ หลักจริยธรรมการท่องเที่ยวโลกจะเน้นหนักด้านการดำเนินการให้นักท่องเที่ยว เกิดความเข้าใจ ความเคารพ และความสำเร็จของบุคคลและสังคมหมู่มาก ทำให้การท่องเที่ยวเป็นปัจจัยสำคัญสำหรับการพัฒนาอย่างยั่งยืน และมีส่วนช่วยพัฒนามรดกทางวัฒนธรรมอีกต่อหนึ่ง ก่อให้เกิดประโยชน์ให้แก่ชาติ ชุมชน และผู้มีส่วนได้ส่วนเสียด้านการพัฒนาการท่องเที่ยว ทำให้ผู้คนมีสิทธิ์ที่จะได้รับการท่องเที่ยว และอิสรภาพในการเคลื่อนไหวเกี่ยวกับการท่องเที่ยว”
โครงการเหล่านี้ได้รับการรับฉันทานุมัติจากที่ประชุมรัฐมนตรีการท่องเที่ยว อาเซียนครั้งที่ 17 ซึ่งจัดควบคู่ไปกับการประชุมรัฐมนตรีอาเซียนบวกสาม (จีน ญี่ปุ่น และเกาหลี) และ อาเซียน ทัวริซึ่ม ฟอรั่ม
(ATF 2014) เมื่อเร็วๆ นี้ที่ประเทศมาเลเซีย โดยมีดาโต๊ะ ศรี โมฮัมเหม็ด นาซรี บิน อับดุล อาซิซ รัฐมนตรีกระทรวงการท่องเที่ยวและวัฒนธรรมมาเลเซียเป็นประธานในการประชุม ที่ประชุมได้อนุมัติโครงการและกิจกรรมส่งเสริมการท่องเที่ยวต่างๆ ที่จะดำเนินการในปี พ.ศ. 2557 นี้ ได้แก่ โครงการพัฒนาเครื่องมือธุรกิจนำเที่ยว โครงการอบรมวิทยากรเพื่อขยายผลโครงการ และผู้ชำนาญการประเมินแผนกต้อนรับ ฝ่ายอาหารและเครื่องดื่ม ฝ่ายผลิตอาหาร และระบบลงทะเบียนและฐานข้อมูลวิชาชีพด้านการท่องเที่ยวของอาเซียน
“ในส่วนของโครงการที่เริ่มต้นดำเนินการไปแล้ว อาทิ เรื่องมาตรฐานโรงแรมสีเขียวอาเซียน มาตรฐานบริการสปา มาตรฐานห้องน้ำสาธารณะ มาตรฐานความสะอาดในเมืองท่องเที่ยว และมาตรฐานการท่องเที่ยวโดยชุมชน ประเทศไทยและประเทศสมาชิกอื่นต่างได้รับคำขอบคุณสำหรับการพัฒนามาตรฐานการ ท่องเที่ยว โดยที่ประชุมได้ให้คำมั่นว่าจะนำใช้มาตรฐานดังกล่าวให้ครบภายในปี พ.ศ. 2558 เพื่อให้ทันการรวมตัวของประชาคมเศรษฐกิจอาเซียน (เออีซี)” อธิบดีกรมการท่องเที่ยวกล่าว
นอกจากนี้ที่ประชุมยังรายงานตัวเลขที่น่าสนใจของการท่องเที่ยวในภูมิภาคอา เซียน อาทิ จำนวนนักท่องเที่ยวที่เดินทางเข้ามาท่องเที่ยวในภูมิภาคอาเซียนในปี พ.ศ. 2556 นั้นมีจำนวนถึง 90.2 ล้านคน เพิ่มขึ้นจากปีที่ผ่านมาถึง 12%อัตราการเติบโต โดยมียอดนักท่องเที่ยวภายในอาเซียนเติบโตเพิ่มขึ้น 14.51%และ นักท่องเที่ยวนานาชาตินอกภูมิภาคเติบโตขึ้น 9.9% ตามลำดับ
เมื่อเสร็จสิ้นการประชุม ผู้ช่วยรัฐมนตรีการท่องเที่ยวและกีฬา นายสมบัติ คุรุพันธ์ ได้ร่วมกับรัฐมนตรีการท่องเที่ยวจากประเทศอื่นๆ ในการลงนามรับหลักจริยธรรมการท่องเที่ยวโลก และเล็งเห็นถึงความสำคัญของการพัฒนาการท่องเที่ยวอย่างยั่งยืน
